Coral islands and around twelve reefs lie in the Mafia Channel, opposite the mouth of the Rufiji River and a short flight from Dar es Salaam. The land is flat coral rock, coconut palm and cashew smallholdings, low and green under a great deal of sky. The water stays shallow and warm, thick with the plankton the Rufiji pushes out into the channel.

Diving concentrates inside Mafia Island Marine Park, where Chole Bay and the islands of Chole, Juani, Jibondo and Bwejuu sit under formal protection. They are the archipelago’s signature draw, and the reason most itineraries here are built around a single season rather than spread evenly across the year.
Chole Island lies minutes by dhow from Mafia’s east coast, its Swahili ruins standing among later stone buildings left by the Omani and German administrations, all of it swallowed by baobab and forest. Flying foxes roost in the baobabs above the ruins. The tourism levies collected here pay for the island’s school and its clinic.

On Juani, the ruins of Kua run to mosques, coral-rag houses and a sultan’s palace, a town built on the cowrie trade and abandoned after raiders sacked it in the early 1800s. The mangrove channels leading there are shallow, so the dhow trip only works at high tide. On Jibondo, shipwrights still build wooden dhows by hand, and the villages run on the fishing tides rather than a timetable.
Mafia Island Marine Park was established in 1995 and covers the southern part of the archipelago, taking in Chole Bay and the reefs around Chole, Juani, Jibondo and Bwejuu. The water is divided into core no-take zones reserved for diving and other non-extractive use, specified use zones where residents fish under controls, and general use zones beyond them. Chole Bay is a shallow, sheltered basin, easy enough for snorkellers to drift across, and when the tide runs hard the diving moves out to Kinasi Pass.
Whale shark excursions run off the west coast near Kilindoni, outside the park boundary. Nutrient-rich water from the Rufiji delta feeds blooms of small shrimp close to the surface. Guests snorkel with the sharks from the boats rather than diving to them, which keeps the encounter up where the animals are feeding. Shungimbili Island lies within its own marine reserve, gazetted separately from the park, and a single exclusive-use villa, Thanda Island, occupies it, with an exclusion zone keeping other boats off its reef.

Sea Sense, a Tanzanian organisation founded on Mafia in 2001, works with villagers on Juani and elsewhere to monitor green turtle nests, and egg harvesting has fallen sharply from the levels recorded in its early years. Green turtle nesting peaks between April and June. From July to September humpback whales move through the deeper channels off the outer islands. Mafia is marketed as the quieter, lower-volume alternative to Zanzibar, reached by the same short hop from Dar es Salaam rather than a longer transfer.
Access to the archipelago runs through Dar es Salaam on light aircraft, with onward connections to Zanzibar and the southern parks. The contrast with Zanzibar is one of scale: no large resorts, a scatter of small lodges, and beaches that stay empty even in season. Inland, mangrove channels and remnant coastal forest give way to coconut smallholdings, waders working the tidal flats and fish eagles turning over the creeks. The islands sit low enough that the sea is never out of sight for long.

Challenging conditions
Come November to March for the flagship pairing of whale sharks and clear-water diving, with December to March delivering the sharpest underwater conditions. The peak is warm and often humid with occasional showers. June to October is a strong quieter window, though whale sharks are far less reliable.

Lodges here are small and owner-run rather than corporate resorts. There are thatched bungalow suites above Chole Bay, stone cottages with dive centres attached, and open-sided timber treehouses built among the ruins on Chole, lit by lantern rather than mains power. Beach lodges on the west coast sit closest to the whale shark grounds. At the top end, a private island within its own marine reserve takes guests on an exclusive-use basis, with a helicopter transfer available from Dar es Salaam.

Whale shark snorkelling runs off Kilindoni, outside the marine park, while the diving and snorkelling concentrate in Chole Bay and on the outer reefs within it. Slower days go to dhow sailing, sandbank picnics and kayaking, and to guided walks through the Chole and Kua ruins and the boatyards on Jibondo, all of it timed to the tide.

Sea Sense, founded on Mafia Island in 2001, runs community turtle monitoring on Juani with support from WWF Tanzania and the Blue Action Fund. The USAID-funded Heshimu Bahari project strengthens co-management between villages, government and tourism operators across the Mafia seascape. Tourism levies on Chole fund the island's school and health clinic.

Connectivity and Logistics
Scheduled light aircraft link Dar es Salaam with Mafia Airport at Kilindoni in well under an hour, with daily services also connecting Zanzibar and airstrips in the southern parks. Private charters fly in from other Tanzanian airstrips, and a helicopter transfer serves the private island on Shungimbili from Dar es Salaam. Lodges arrange onward boat transfers to Chole, Juani and Jibondo.

Nyerere National Park sits a short flight away, with boat safaris on the river, walking safaris and wild dogs. Ruaha, further southwest, holds baobab country and large lion prides, reached by scheduled flight. Fanjove Island in the Songo Songo group offers a handful of solar-powered bandas on a private reef. Kilwa Kisiwani, south of the delta, extends the same Swahili story through the Great Mosque and Husuni Kubwa.
